The Rings of Spectral Light Sorcery is found in the Southern Shore region. To begin your search for the spell, fast travel to the Charo’s Hidden Grave Site of Grace.
From the Site of Grace, head east across the water until you reach the end of the cliff, then proceed north, which ultimately leads you west to a giant bird statue.
Defeat the enemies near the bird statue, then approach and claim the Rings of Spectral Light Sorcery sitting directly beneath it.
